There is always the question, of course, of whether a certain form of behaviour is accepted by a society or whether it has merely been successfully imposed on some members of the society by others. Acceptance, of course, will never be 100%: there will always be those who disagree. Like everything else, it is a slippery slope: what degree of imposition is intolerable? What degree demands intervention? What degree demands efforts at remedial action, and what remedial action is likely to be effective?

I don't think there are any simple or universal answers to these questions. What works in one case may not work in another. All we can do is examine each case and do what seems most likely to achieve what we wish to achieve.
