my experience is that cycle turns are not dependent on price levels - i.e. it is impossible to predict if they occur on higher or lower levels, it is even hard to predict whether they will be highs or lows.

the only use they really have is as a rough guide for identifying turning points that change whatever trend prevails going into them. of course the market dichotomy has made it even more difficult to use them - is the market going up or down? that's difficult to judge when various indices go in entirely different directions.

anyway, while they sometimes don't work out as expected, i have been able to catch most major turns with their help - but they're of course just another t/a tool - helping to narrow down probabilities, but far from infallible.
