GoldWeb Technologies Inc. to Implement High-Speed Wireless
Technology in South Korea.

VANCOUVER BRITISH COLUMBIA--The Board of Directors of GoldWeb
Technologies Inc. (a wholly owned subsidiary of Consolidated Gold
Win Ventures, Inc. (CDNX: "CGW")), in conjunction with VoIP
Telecom, Inc. (OTC: BB 'VOPT'), is pleased to announce
substantial progress in its strategy to deploy groundbreaking
(patent pending) wireless technology. GOLDWEB has granted VoIP
Telecom exclusive rights to market its fast, reliable and
inexpensive third generation ("3G") high-speed wireless LAN and
WAN-based voice, data and multimedia systems. See news releases
dated July 31 and August 4, 2000.

GOLDWEB and VoIP Telecom have signed a Memorandum of Agreement
with a major Korean industrial organization - RIFA Industrial Co.
Ltd. ("RIFA") - to deploy the technology nationwide in South
Korea. Accordingly, RIFA is carrying out a feasibility study
focused on converting an existing 1,500,000 ADSL Internet
subscriber base to a high-speed wireless service, as well as on
capturing new subscribers for that service.

ADSL (Asymmetric Digital Subscriber Line) is a service that uses
existing, 2-wire, copper telephone wiring to offer a faster
Internet connection than a standard dial-up connection for the
delivery of high-speed data services to business and homes. The
wireless Internet solution greatly reduces costs by bypassing the
utilities to provide direct access at a much higher speed than
ADSL. While in line with the costs for ADSL, cable modem and T-1
access, wireless Internet delivers greater bandwidth and the
convenience of wireless operation.

RIFA's target subscriber base is in and around Seoul, the capital
of South Korea. All three companies will jointly cooperate to
identify a wireless solution program for early adoption and
implementation. GOLDWEB and VoIP Telecom shall be responsible for
installing a beta site to verify 3G data transport delivery system
viability, and thereafter the companies will assemble and install
a turnkey operation, including installation, training and
continuous after market support. The Companies expect to commence
and complete the initial pilot testing over the next 60 days. On
completion of the testing, the program is to deploy wireless
Internet services nationwide.

RIFA shall be responsible for operating, managing and financing
the project throughout South Korea, including securing all
necessary permits to meet applicable regulatory certification
requirements, as well as sales and marketing to existing and new
subscriber bases.

South Korea is the first of three designated country locations
where GOLDWEB has granted to VoIP Telecom entitlement to provide
nationwide site licenses. Implementing this 'last mile' solution
beginning in South Korea is a significant opportunity through
which VoIP Telecom intends to provide value-added features. These
features can be expanded into a variety of other IP (Internet
Protocol) telephony applications in areas where the Company is
providing VoIP network operations.
