Since not everyone could afford a gun, the government would probably have to set up a Medicaid equivalent for poor folk.

Hey, that's a good one. Poverty is a de facto infringement of 2nd Amendment rights! What a clever idea.

No it would not. Crime can be deterred merely by the possibility that you (or a bystander) might have a gun. In places with gun control criminals can still get guns but they can reasonably figure that the potential victim is unlikely to similarly armed.
