Yup. It just gets more and more snarled and the complexity grows exponentially. I've spent thirty years as a Fed and I have reveled in the design of the most complex systems I could find. Crafting the law and regulation to protect the rights for some/all of the unborn so that the system was thorough, workable, stable, and respectful of key stakeholders--not feasible, IMO.
