Those CLEC's are an example of the undercapitalized companies who banks will find too risky, at any interest rate, to lend them money, and that means bankrupcy, since access to debt is required for their business model. CSCO is exposed, to the extent they have made risky loans in order to make sales. CSCO has already announced trouble in this area. How much of it is already in the stock?
