To adequately restrain everybody from all the possible terrorist activities they are capable of we would need to keep the entire population in a semi-comatose state. And of course that is happening to a small degree right now with behavior modifying drugs. What about the majority over-throwing the government, that would be democratic? What if that majority was communist and anti-constitutional. The primary responsibility the new president or any soldier swears to is upholding the constitution. I guess then if a minority tried to take over the government on constitutional grounds they would be correct. If a majority tried to take over the government based on unconstitutional matters they would be incorrect.
