They were thinking of the Minutemen and other similar citizen groups that rose to throw off the yolk of tyranny, then became available to defend the country when needed against Indian raids, the French and British and Spanish incursions, etc. No standing national army at that time, you know. The army was local groups of citizens who stood ready to answer the call when it came.
