Date of first availability is April,6.

Bumping the voltage to get to 1.7 is on the upcoming new stepping when Intel will go from the B-2 to the C-1 core:

Actually- the 1.7GHz is on the next stepping including jacked up voltage.

i.e. my predictions about P4 scalability were correct.

No, P4 will need both a new stepping (C1) and a voltage hike (to 1.75V) to get to 1.7 GHz.
