. We could sterilize all men after harvesting and freezing their sperm. Then we could dole out the frozen sperm on an as-needed basis.

Fine in an enlightened populace, but NUMEROUS cultures would never get behind that one. My mother worked as a nurse in South Central L.A. with a lot of hispanic women. She said NONE of them wanted the large families, it was the husbands. What to do? Well a lot of them snuck in and got tubal ligations. The men were okay with "something wrong with the woman" because they were still fertile. People's minds are so strange!! When I had my last kid, I went for the permanent solution. Makes sense and is the least invasive procedure.

Freezing kills and damages the quality of the semen. There are extenders that will preserve semen for a long time but there is always damage.
