Not everyone is in that position. It's the second and third tier players that may have to conserve cash during these times. They are the ones who are more likely to put plans on hold temporarily.

You beat me to it, especially about 300 mm. Of the semi companies I follow, the only American one I know of with 300 mm plans is Intel. TI or MOT, I don't know. But the LSIs and AMDs of the world are figuring they don't need it yet. 0.13 is a different story because it gets you smaller die, faster chips. However, unless you're in a speed war like Intel and AMD, some companies may even put that off. I don't know. Thing is, Intel has reiterated their 7.5 billion capex plan for 2001 a couple of times now, which is way higher than I expected to see initially. So, if it's not true about a prolonged slowdown, where are all the rest of the companies?
