First, you better check the sizes one more time.
Second, it was already explained to you: the P4
does not run at 1.5GHz, most likely it throttles
the clock by half when doing real calculations,
so effectively it runs at 750MHz. Got it?

I found the answer to this and some other P4 questions at:

The Thermal Monitor feature (refer to Section 7.3)
is intended to protect the processor from overheating when running high power code

.....
When TCC is enabled, and a high temperature situation exists
(i.e. TCC is active), the clocks will be modulated by alternately turning the clocks off and on at a a
50% duty cycle.


This explains how they keep power consumption, temperature, and most importantly- performance down on P4.

They have a double speed ALU, which runs at half speed to keep from overheating. This processor is even dumber than I thought it was.
