i think Intel learned a painful lesson from under spending during the last cycle and letting AMD off the mat. they want to be ready when business returns this time. however, it's going to take a lot more than Intel capex to turn this ship around.

...unless Intel wants to gain even more over its competitors. Why not, since they have the cash. Spend it, be ready sooner for the upturn and demoralize the competition.
