Not 100% sure about how it's done, but it's likely the shorts were simply done on a cash basis in the margin

I believe that is exactly how I remember it is done. A margin account requirement is not the
same as a marginable security. Once an affirmative determination is made by a broker
the IPO can be shorted. This fictitious rule about the shortability of IPO's has always
been an urban myth among retail traders.
