I think John might not realize you live in San Diego, which has already deregulated. Unfortunately I don't believe your rates will come down until the problems in the rest of California are resolved, including the NG pipeline system into the state and the bottlenecked state power transmission grid.

I'm sorry, I mislead you. OK is not deregulated, but the Utes pass through cost increases. By the way, the legislature is probably going to slow down the dereg process in order to observe the CA situation. One nice thing about having CA on the bleeding edge is the rest of us get to learn from it.

However, we do have a couple of dozen announced power plants in OK, but no one in their right mind thinks they will all be built. We have NIMBY here also, but not to the extent you have it. Most of them sited away from urban areas and therefore will not be much of a pollution problem.
