Paul, Not so, it is quite true that many states have these bilateral agreements to allow them to capture 'use' taxes, as they call them.
Say for NY and N, NY gets the names and addresses of all goods shipped to NY from NJ amd vice versa along with the value. Then each state send a letter asking for the 'use' tax on a whole years transactions to that person. For a person whou bought an expensive item or many small items it can add up and they have no legal defence and have to pay. The states do not bother with $50 totals which would yield a few bucks in sales taxes, they hunt the big game, furs, watches, computer stuff etc.
There is now a body of computer system standards that vendors must adhere to for the sharing of such data and the states take that data and share it with treaty states.

It will soon go a long way towards levelling this playing field.
