Clinton scandals claim another collateral victim:Head of High-Yield Securities At Morgan Stanley Resigns By CHARLES GASPARINO Staff Reporter of THE WALL STREET JOURNAL Mike Rankowitz, the head of high-yield securities for Morgan Stanley Dean Witter & Co., has resigned following a controversy over the firm's hiring of former President Bill Clinton to speak at a recent junk-bond conference. Mr. Rankowitz said that his resignation "has nothing to do with" the Clinton speech, which sparked angry complaints from Morgan Stanley brokerage clients and an apology from its chief executive, Phil Purcell. Mr. Rankowitz was in charge of inviting Mr. Clinton to speak at the conference.
