I think in the US, malt liquor is just a legal classification for strong beer, above a certain alcohol level. Google gives this confirmation: What is malt liquor? In the United States, Malt liquor is a classification bestowed on beers that are above a certain alcohol content. The laws vary from state to state in the US.
