With wealth come a great deal of responsiblity not only to your neighbor but also paying more in taxes so the gov. can give the lower tax bracket payors a break. I do think the capital gains tax should give an individual a break which it does now. If anything the tax on corporations dividends should not be tax, for that will help more than getting rid of the capital gains tax. It cost to be wealthy!

IMO, above all else for low income earners, there needs to be a greater incentive, almost a penalty for not saving! Tax policy has always been used to affect behavior (deductions for home ownership, charity, capital investment). I believe I've read the average American has $1200 in savings. Yikes!
