Hi Win,

You are absolutely right about who wrote the California deregulation legislation. At the time, 1996, there were bitter comments from consumer advocacy groups that they were excluded from the process. And now we see why.

I'm curious about the deregulation in your state. It seems to be going much better. Can you elaborate?
