Athlon runs just fine at 1.33GHz on 1.75 Volts... but you need a good HSF (as the P4 does)

There are no voltage hike, the new stepping allowed overclocking going from 1287 to 1400+

guess the 1.3 GHz AthWiper will be going down in power.

It seems reasonable to expect that Athlon will be going down in power consumption over time. It has reached a maturity level where engineers usually start focusing on power reduction.
