I was talking about .08% not .91%. Also I didn't say it was ok, merely that it should not have the same level of punishment as driving when more severely drunk, or at least this should not be mandated by the federal government.

This was the estimate for a 195 lb man drinking two shot glasses of vodka or a similarly strong drink. He could get DWI with the .08% standerd. Perhaps he should face legal sanction for driving right away after two drinks but I don't think it should include an automatic suspention or possible jail time if no accident is caused.

Sure. You stated in an earlier post to me that you drive just fine at .1 but not your wife. Does it raise the risk to my kids. Slightly, but if I thought there was a large risk, I would put up a stronger fence, or make my kids play in the backyard. I would try to control the risks from my side, rather than thinking a drop from .1 to .08 will make a big difference; as the drop increases the fines etc, but doesn't really keep anyone off the street. Most people assume they aren't that drunk and would have no idea if they are close to the limit. You could have everyone blow into a breath analyizer before they drive I suppose, but instituting a .08 law by itself, without educating society about how many drinks will put one at risk, will just increase the punishment after the accident, but not stop it. As far as this dicussion is concerned, I would be in favor of a better way of keeping the people who are drunk from driving rather than lowering the alcohol limit as I feel it is ignorance or denial of how drunk one is; that causes the accidents, and lowering the limit wouldn't help in that area.
