SnakeEyes: The assessment of Gray Davis you posted may have some merit, but considering the original nature of the deregulation act, which was a large bailout of the utilities' bad debts for nuclear generation facilities in return for giving up control of power generation and agreeing not to raise consumer rates, I would call Davis's delay in addressing the current problem politically motivated avoidance of the prospect of constructing yet another huge bailout of the utilities--which is exactly the proposal now on the table: California buys thousands of miles of transmission lines from the utilities.
