You seem to have stated my position better than I have in 1/10 of the words. I feel like the guy who preceded Lincoln. Under current laws, he is legal < Yes he is legal, but I don't know how to change it without causing other problems. Certainly changing the limit to .08 won't help. Executing all Bob's would stop it but there might be other legal problems with that solution.
