Thanks for the link.

The idea that the Soviet Union collapsed because of Reagan's military buildup is absurd. Quite the contrary. Reagan created fear in the Soviet Union which gave the hardliners power, and crippled Gorbachev's attempts to dismantle the Soviet hierarchy. Gorbachev tried to express this to Reagan, but Reagan was intent on using the military spending to stimulate the US economy.

If all of the intelligence the CIA could have produced got to Ronald Reagan, he would have found other justifications for his buildup. I think policy has its own energy and its own dynamics. </i.
