Joe, I enjoy your open minded intellectual approach to the subject matter on this line. I wish a could say that about many more. I would never direct something at you that was not for discussion. As for the tax cut.

A tax cut will have minimal effects for 12-18 months, at which time the recession will likely be over. Hence it has little benefit fighting the downturn. Additionally, the way it is structured the folks who need CASH the most get virtually nothing, thus the increase in discretionary spending afforded by Bush's proposed tax cut primarily goes to those who have plenty of money already.

IF you want to stimulate the economy and quickly, put in a tax rebate package based on actual budget surpluses each year with identical rebates going to all taxpayers regardless of income level. Now that will spur the economy.
And I said make it tied to actual yearly surpluses!

We will find that the projected surplus will turn into a deficit by year 2002. You can bet on it! And we will again be spiraling into wild deficits, this I find depressing.
