This is more like a stowaway or a passenger that starts a mutiny if you are going to use the boat analogy. Hmmm, what are the rules in International waters for stowaways (or even fare-paying passengers or crew) who want to eat more than their allocated food and/or increase their number against the captain's will? Isn't that called mutiny, hijacking or piracy? I think you get to shoot them, don't you?

You usually don't get to legally shoot stowaways. Besides it is not like a stowaway. A stowaway put him or herself in that situation. The fetus did not, it was put there by the parents. The fetus is not trying to take more then a fair share of food it is trying to get enough to live and grow. If a captain decided a passenger should get food but not enough to live on and the passenger tried to take more and was shot by the captain I don't think the captain could easily get off of murder charges by saying he was putting down a mutiny.
