I believe if you look through history, you will see more great armies built from weak economies than the other way around. Certainly the greatest army of all time, the Kahns and their hordes came from the steppes of Mongolia, an area not noted for its riches. That army lived by foraging, and through enslavement was able to amass the largest empire ever. The Roman army was built in hard times and crumbled in good times. Russia itself, was far weaker in the 30's before WWII from the purges of Stalin than they were in the 80's. If the theory of a weak economy itself caused Russia to collapse, then why didn't Russia collapse when the stronger German army invaded at a time Russia was weaker.
