I have a good friend who does all that. Hunting down tax breaks for old buildings and buying buildings in enterprise zones, getting low interest money for historical properties, etc. You name it this guy has tapped into it and he has done quite well over the years.

Problem is all that crappola takes up so much time that it becomes a full time job after a while. I have little or no patience for it and generally speaking I can make more money working for a living, not that I don't go after every tax break I can in my business. If you own a business in a city like Baltimore that has a rapidly shrinking tax base, after a while experience tells you the best policy is to stay about as far away from the government and tax officials as possible, stay off their radar screens.
