Pete/Scumbria, I think the answer is somewhere in the middle. I think Pete's well-articulated post correclty applies to the early days of USSR, however many aspects of his post does not apply correctly to the USSR of the 80's, because times had changed. This change was correctly detected by the CIA Intelligence division, but it was not acted upon by Reagan, possibly for internal political reasons, such as driving the economy out of a recession through military spending.
