I agree this was posted all over the Yahoo board as an example of the hard times that PSIX was going through. I manage an office myself as a consultant to a major telecom and no offensive words are ever used.
If this memo was true, it would have perhaps came out of one of those contracted services working for PSIX that solicit business over the phone lines. I can't imagine that this is a in-house memo.
