Sorry to confuse you. It's real tricky, but there is a link between education spending and teachers salaries.

Bush is increasing spending $100 billion on Star Wars, and $1 billion on education.

I don't want to confuse you again, but imagine the quality of teachers that could be attracted if that same money was used to pay teachers salaries.

Here is another tricky concept. Quality people tend to gravitate towards higher paid professions.
