No, it's more sinister than that. Remember that almost all traffic on the internet goes through at least one box that Cisco makes. Those boxes contain a "sleeper" program, activated by hidden back doors. This is how Cisco and other hi-tech companies protect themselves. At times like this, they can activate the progam, and silence all opposition. It's a vast hidden global conspiracy to silence CSCO shorts like bambs. Beware!
