Well I think that has been part of the delay, but the main reason is secrecy. I know DeBeers had to go to cnb to get access to the Victor Pipe as cnb's land package in the area of the victor pipe, dwarfs DeBeers land package, and the only road to the victor pipe was through cnb's land. Their answer was to give them free access. Now that gives new meaning to a friendly neighbor.
