Actually, it would be perfectly reasonable for them to track them, especially when Wisconsin was a laboratory for welfare reform. But even if not, most of social science is based on extrapolating from surveys of random samples.

Since 70% affirm that life is better, I assume that more than 70% were working at the time of the survey. Why he was not more specific, I cannot say, but I would guess that in his mind, "most" meant "almost all"........
