I disagree with this premise.

The Operators' power has, if anything, grown.

Witness the effect of the OHG (Operator's Harmonization Group) - whose efforts led to the existence of compatible imt2000 3G flavors. It was the Operators who demanded that Standards Bodies address Operators' concerns. And Operators play a direct, pivotal role in defining specifications within Standards Bodies Working Groups.
