The whole discussion is based on the presumption that Federal tax dollars need to be spent in order for these functions to be fulfilled. Bush is conceding the argument in the affirmative.

The Salvation Army has a great record for getting help out to the needy and even in employing the needy to do it. They do this with minimal overhead.
