It sounds like Microsoft doesn't want DOS available to most users. Fortunately, a DOS window is still available on Win ME, but you must make your own shortcut. Not a insurmountable hurdle for experienced users, but still another stumbling block for people learning.

Reading between the lines, it looks like Win ME gives the option of making a start disk. One could take this disk, edit the contents, and be left with a boot disk for emergency use. I don't have Win ME, so I can't do this. If I could, I'd post instructions.
