Is it common to install programs with virus protection turned off after checking the install file?

Yes. Most programs recommend shutting down all applications prior to installation. The less you have running, the less your chance of having something go wrong during the installation. A program that you downloaded from ZDNet or some reputable site is highly unlikely to carry a virus. If InoculateIT identified the "infected" file you can probably go to their site and find more info about it. I would bet it was a false alarm but you did the right thing in scanning the file before trying to install it. Safety first.

To shut down all apps before an installation several people on this thread use a little program called EndItAll. You can protect explorer and systray (the recommended two to leave running) and shut down everything else with just a couple of clicks rather than going through Ctrl+Alt+Delete routine for each one.
