I disagree...you've got folks who bought 95,96,97,98,99...including options holders, many of whom acquired at pennies.......who finally excersized/sold in a big, big way end of last year.....if we had gone down to say 1500-1800 by year end....i would likely agree with you..
maybe things would balance out.....but you've got holders of stocks like Csco, Emc, Dell, Intel, Msft...who had years-and-years of monster gains.....

Also, I think you got a decent amount of folks who bought Nov., Dec. 99...who maybe sold before the 20% rate kicked in.....while they still had some gains...and owe the short-term rate...

We'll see...Admittedly, its all speculation at this point (re: point 3)...thanks for the debate.
