applications.

The cost of the BBFW infrastructure for uplinks from each household depends on subscriber density, and the dense locations already have cable. The low density areas are where ILECs lose money, but where BBFW will provide Internet (not TV) services. The low density areas (and tribal lands) are on the other side of the 'digital divide'.
