It's not simply the near term out look but also the longer term prospects when compared to the current stock price that need to be taken into account. If the stock price is low relative to the long term outlook, then the investment may a prudent one regardless of the near term prospects. Under your interpretation, managers could never follow the old saw that one should buy when there's blood running in the streets.
