I called Sigma to get some real basic information regarding how they are doing what they are doing. It seems they are leasing metro dark fiber as opposed to building it. They said they would build it if they had to, but that is not their first preference.

The next question that needs to be answered is "How are you charging for this service and where is it going to be?"
