JRI: Interest rates will help the old economy stocks but will have little impact on the trend in the Techs.

We have been thru the rate excercise twice already. The techs are likely to return to an upward trend only when a couple of the Leaders state publicly that earnings need to be revised upward. The earliest that can happen is early April during a conference call.

Within the Techs , the first leaders will be the Telecom service Companies . Most of these Companies are at their lows and are showing the first signs of a sub sector recovery. (WCOM. T, Qwest) etc.
