Alternatives are already in limited use and available
Ruled out in the U.S. by multiple carriers
3Q definitely is moving ahead
There are alternatives to unused spectrum

They have significant capabilities to provide chips for both technologies
There may be a bias against QCOM in the financial press but CEO would not comment
QCOM has their own generating facilities and therefore can maintain their own needs
