The original work done on insider selling concluded that selling was not a good predictor of prices especially in tech stocks since stock was part of the total compensation package at most tech firms. Insider buying was considered to be more relevant. With the change in the tax law this decade wherein stock "compensation" became more prevalent than ever I doubt that the original conclusion would have changed much.
