[Intel's] failure to execute crosses marketing, manufacturing and some operational areas, suggesting that an executive change, either in staffing or structure, is required," said Rob Enderle, an analyst with Giga Information Group Inc., in Santa Clara, Calif.

Maybe the author hasn't been paying attention. An executive change has taken place. The Manufacturing and Technology Group has seen a change in leadership recently that may have been directly related to the failure to execute cleanly. Is the author suggesting the change should be on the Executive Staff?
