I recommend a dose of responsibility that we pass around to all adult males and females for starters. If we took this issue as serious as we did polio we would not have to worry about what to do with the unwanted people that show up as a result. Young boys and girls are not by nature responsible for their actions. I grant that some 14 year olds are more mature and responsible than some 30 year olds, some of the time. But, by their nature, they have periods where they want to behave as if they are not the adult in charge of decision making. Add some booze and the back room at some kids party and we've got trouble. We've got trouble all over the place but it isn't cool for parents to say no to anything buffy and billy want to do so....here we are.
