Yes, they may even have more. Intercourse doesn't appear to be a rational behavior, in the strictest sense and old taboos don't work. While "educated" people can make rational decisions about family size, they are not required to and often do not for any number of reasons. The exact answer to this problem may elude us. At the bottom of this story there is a statement by the government that they have passed out 22 million condoms for Mardi Gras.
