What if a company needs to invest the money?
You are making it sound like this doesn't already go on? There are plenty of responsible businesses that pay dividends and invest. It's all in how you structure things.
Put it this way, money can be raised and money can be spent. Tax laws would obviously have to change as well. The point is to get rid of the risk/volatility and adversity of exchanges. It would make corporate ownership less risky buy requiring more discipline in accounting, accountability to bond and shareholders.

We don't need a central authority harassing business, but we do need law enforcement and high standards. Changing the system is something the people would vote for. This has nothing to do with ideological changes. It does not become an less a democracy. If anything it gives greater control to shareholders and requires more accountability.
I believe that if we really wanted it we could make it happen. It's an idea, that's all.
